What a Roofing Contractor Can and Cannot Do in Maryland

The Maryland Insurance Administration draws the line clearly. A contractor may prepare an estimate of the loss, discuss that estimate with the customer, and answer the insurance company's questions about it. A contractor may not investigate or adjust the claim, prepare the claim, negotiate with the carrier, or advise the customer on what the policy covers. Those activities require a public adjuster license, and Golden Eagle does not hold one. What we hold is HAAG Commercial Certified Inspector credentialing and two decades of hands on work behind our commercial roofing services in Maryland, which is what makes an estimate accurate in the first place.

When an Accurate Roofing Estimate Matters Most

Commercial roof assemblies hide most of their cost below the membrane. These are the situations where a thin estimate causes trouble later, whether or not insurance is involved.

The Existing Assembly Is Unknown

Insulation type and thickness, cover board, vapor retarder, deck material, and how many roofs are already in place all change the scope and the price. A core cut answers those questions before the estimate is written instead of after the tear off has started.

Code Will Add Scope the Old Roof Did Not Have

A replacement that removes the roof down to the deck can trigger current energy code insulation minimums, tested edge metal meeting ANSI/SPRI ES-1, and secondary drainage requirements. These are real construction costs and they belong in the estimate as line items rather than surfacing mid project.

Damage Spans Several Roof Areas or Buildings

Multi building properties and roofs with sections of different ages need each area measured, described, and priced separately. A single lump sum across an entire campus is difficult for anyone to review, including the owner paying for it.

Three Estimate Scopes, Three Levels of Detail

What the estimate needs to cover depends on whether damage is contained to a single detail, spread across a property, or extensive enough that full replacement is the honest answer. Findings often trace back to a commercial roof inspection or lead forward into commercial roof replacement.

Localized Repair Estimate

A defined area of damage such as a punctured membrane, a failed flashing, torn edge metal, or a damaged equipment curb. The estimate identifies the existing system, the repair method, the materials, and the quantities for that area, with photographs tied to each location on the roof.

Multi Area or Multi Building Estimate

Wind and hail rarely respect roof sections or property lines. Each area gets measured and priced on its own, so the owner and anyone else reviewing the file can follow the scope building by building instead of untangling a single blended total.

Full Replacement Estimate

When conditions support tearing off to the deck, the estimate has to address removal and disposal, deck repair, insulation and cover board, membrane and attachment method, flashings, penetrations, drainage, edge metal, and any code required upgrades that a full replacement triggers.

The roof is walked and photographed in detail so the estimate rests on observed conditions rather than assumptions, and core cuts are taken when the existing assembly cannot be identified from the surface.

Measurements, quantities, materials, attachment methods, code driven items, access and staging, and disposal are itemized so every number on the estimate traces back to something physically on the roof.

We walk the owner or property manager through the estimate line by line, explain why each item is there, and answer questions about roofing materials, methods, and sequencing.

Answer the Carrier's Questions

When the insurance company has questions about our estimate, we answer them directly and factually. We do not negotiate the claim and we do not represent the policyholder to the carrier.

Can Golden Eagle negotiate my commercial insurance claim?

No. Under Maryland law, negotiating a claim on a policyholder's behalf requires a public adjuster license issued by the Maryland Insurance Administration, and Golden Eagle does not hold one. What we do is prepare an estimate of the loss, discuss it with you, and answer the carrier's questions about that estimate.

Does the Maryland public adjuster law apply to commercial property?

Yes. The statute covers first party claims under policies insuring real or personal property, with an exception only for motor vehicle claims. It is not limited to homeowners, so the same limits on contractor conduct apply to commercial buildings.

Can you tell me whether my policy covers this damage?

No, and any contractor who offers to is stepping outside Maryland law. Advising an insured about policy coverage requires a public adjuster license. Your carrier, your insurance agent, or a licensed public adjuster can answer coverage questions. We can tell you what the roof needs and what that work costs.
